軍事衝突が発生したとしても、中国の平和発展と矛盾しない」と述べ、武力衝突を容認した。

つまりこれは以下のように捉えられても仕方がない。

＃日本との間に軍事衝突が発生したとしても中国の平和発展と矛盾しない。

＃アメリカとの間に軍事衝突が発生したとしても中国の平和発展と矛盾しない。

＃ＡＳＥＡＮとの間に軍事衝突が発生したとしても中国の平和発展と矛盾しない。

文頭に周辺諸国の名を入れるだけで、中国共産党はその軍事行動を正当化できることを示しているのだ。
